It is a service of PBS Wisconsin, formerly called Wisconsin Public Television, which operates a network of public television stations across all of Wisconsin except for Milwaukee, which has its own organization called Milwaukee PBS.
PBS Wisconsin consists of six stations and six translators. All are owned by the Wisconsin Educational Communications Board except for WHA TV 21 in Madison, which is owned by the University of Wisconsin-Madison.
